update fan max_power #18

Let people have a full range of speeds on their part fans

As the test shows, the extruder temperature will fluctuate too much and may cause klipper error like : Heater extruder not heating at expected rate Well, i know it depends on the fan you used. But i think 0.4 will be a 'safe' value.
