For official repo, we may only provide new Deepin release by each Fedora release. So Deepin 15.10 will only available for Fedora 31.
Or you can try update-to-day Deepin packages from my Copr repo. https://copr.fedorainfracloud.org/coprs/cheeselee/deepin/ Just update all Deepin packages and install deepin-kwin. Then kwin will be the chosen WM.
Deepin is moving to a fork of kwin in a move to being entirely QT based. 15.10 of Deepin changes WM and their fork of mutter is ending support in July What will happen to DDE support for Fedora?
