Villagers not breeding in region

Describe the bug Whenever i have a villager farm they give out the love hearts but don' spawn a baby, i've got all passive mob spawns as true

Expected behavior A baby villager should spawn

• Plugin Version: RedProtect-8.1.1-SNAPSHOT-b431

Additional context All the other aspects of the plugin work but not the villager breeder
