Add file watcher to type provider #13

It would be nice if the type provider could watch the css file for changes and recalculate if needed.

This could probably be done looking at how other type providers do it. I remember seeing one of them doing it.

I added a file watcher for the 7.0 release, though haven't verified that it works.
