Room Modes #161

It'd be nice to have permissions configurable per room; 1) only allow host queueing, 2) allow "DJ" queuing, 3) allow all queueing

Maybe we even offer a room mode at some point that does traditional DJ-slot rotations, like Turntable once did.

I'd like to offer my +1 towards traditional DJ-slot rotations :) Perhaps if the "queue" system could simply point towards other's personal saved-sets, in rotation?
