Is this a multi project build, if so you must declare your plugin versions in the root project and use apply false

I'm not sure if it is a Loom issue or Shadow issue because Loom complains, not Shadow. I think the Loom's task got hacked by Shadow?
Error log:
When I removed the Shadow plugin, everything runs correctly. But I'm really sure I need Shadow. If this issue can't got resolved, what alternative can be used?
Gradle: 8.5, JVM: Oracle JDK 17, OS: Windows Server 2022
