Its normal. By the engine. But I will check it again on hl2.
Edited: Tested and it disappear by flashlight on original game HALF-LIFE 2
@kem008 It doesn't mean the developers can't do anything about it. Me, personally, I don't care about this "problem". I've played on Source games/mods enough that I grew used to decals doing this.
I think the issue is with projected textures in general ignoring decals to light what's underneath.
Could MapBase code perhaps help here? https://github.com/celisej567/Fake-CSM-Source-2013 Shows some pictures with decals in direct projectedtexture exposure and they seem to be blended fine?

Every decal on a prop is nearly invisible when turning flashlight on, besides woody-decals.
Steps to reproduce
Shoot a prop or something.
