Add contributing and code of conduct #1078

code of conduct is the standard (unmodified) Covenant Code of Conduct that is used in many open source projects. Contributing.md is a basic version to get started.

Is there any clarification of what a "community leader" is? Is it people listed as project members of FactomProject or just the core developer subgroup? Do ANOs have to agree to this?

Same with "community spaces". Is that just github? The core dev discord? The main discord?

The scope of this code of conduct is just the software aspect of the Factom project. Community leaders here would be members of the Core Developer group. ANO are not particularly related to this.

Community space would be everything on GitHub and the Factom Core development Discord.
