Fluid wagon recipe should require only 1 storage tank #36

0.16 changed fluid wagons so that they store only 25,000 units of fluids, rather than 75,000, and changed their recipes to use 1 storage tank instead of 3. XM recipe should be updated accordingly.

It also looks like XM adds tier 2 storage tanks and fluid wagons. It would probably make sense to let tier 2 wagons have capacity 50,000 (which was probably intended to be the capacity of a tier 2 storage tank) instead of 150,000 and change its recipe to use only 1 tier 2 storage tank.
