BASE var default should be the workflow directory rather than empty string #148

If user tries to use BASE for reference and it's the default value (location of workflow file), this currently yields an empty string which isn't useful. I think Chen's suggestion from https://github.com/Factual/drake/issues/146 is reasonable: populate BASE with the correct value.
