Not mounting flying mounts on lower level players/skill

What steps will reproduce the problem?
1. Type /mountrandom

What is the expected output? What do you see instead?
While in Krasus' Landing, only land mounts are being selected. Flying mount is 
not being selected.

What version of the product are you using? On what operating system?
.97, Windows 7.

Please provide any additional information below.
Level 73 character with Expert Riding. 3 land mounts, 1 flying mount. Flying 
mount is not being selected, even though I'm in a flying-mount-preferred zone.

Is MountThis written to support lower riding skills that allow flying?

Have found that this error occurs in other areas as well, such as Dragonblight.
