Description

DuplicatePreimage error is preventing the launch of a Representative referendum

Steps to Reproduce

  1. Launch a Representative Referendum (for DAVE election for example)
  2. Vote Nay with all investors
  3. After the end of the referendum, try again to launch a Representative referendum for Dave

Expected vs. Actual Behavior

The second referendum should start normally, but instead, we get a DuplicatePreimage error.
