End to End test with JeVois

Pretty much follow this guidline for setup.

• Get camera installed on rio
• See video on Shuffleboard (?)
• Understand the OS on the JeVois (how to load code and view config info)
• Reinstalling the OS (assign)
• Get Java code to read some hello world text from serial port
• Try to get sample python code working and seen from Robot code

Having difficulties getting the jevois working on my home system. Working out the pipeline needed for image processing.

Putting this on hold for other tasks while we work out more image processing details.
