Create Migration for kops aws-iam-authenticator addition #156

On the heals of this dicussion and issue https://github.com/reactiveops/pentagon/issues/152 and following this work: https://github.com/reactiveops/pentagon/pull/155 a migration should be made that adds the change to the kops files in place.
