Purchased/bought items don't spawn

What happened?

Recently we've been getting a bug (besides frequent server crashes caused by desync) where purchased items would not spawn, about once in 2 or 3 sessions. They would then spawn once we restarted the round. The last time they didn't spawn even after restart.
