Stealing researcher notes/scribbles isn't allowed

What happened?

The scribbles (researcherscribbles1, researcherscribbles2) you can find from research outposts cannot be stolen (even from trash cans), even though the xml defines them as stealable.

Reproduction steps

1. Optional: increase the researchcontainer spawn probability of the items in Items/Misc/misc.xml
2. Enter a research outpost
3. Search the cabinets and thrash cans in the research module
4. If you find one of the notes, it should have the red stealing icon on it
