Can't switch between mod subs after migrating multiplayer data to the server.

I migrated my local multiplayer data to my server and then I found that I can't switch between mod submarines. I can only switch to the official launch submarine, and once I switch to the official submarine, I will not be able to switch back to the mod submarine.
I have placed the mod submarine files in the /mods folder and enabled them in config_player.xml
I don't see those mod subs enabled in the server list either. But after going to the server page, I can see those mod submarines in the top middle submarine selection box.
- After cruising to the site and selecting the map to vote for other submarines, only the officially launched submarines can be voted on, other submarines cannot enter the voting page.
