Move rector code to core #13

Move the rector stuff from 1x to core

Well moving it will be stupid since it only has rules for the 1.x implementation on dynamic attributes (the $faker->foo to $faker->foo()).

We have to see if we can even build a rector file to migrate from 1.x to 2.x
