Collect Total Network Ingress and Egress #3

As a subscriber, I would like to recieve the total usage of network ingress and egress for the month on a pod, namespace and account level for usage charges related to network.

On a monthly basis, we will collect the metrics for the total network ingress and egress from the Hawkular API. Charging for network usage will be handled by the metered billing function in Chargebee. https://www.chargebee.com/docs/metered_billing.html
