Schedule on holidays +- a number of days #1485

Is your feature request related to a problem? Please describe. Instead of scheduling e.g. 12 Feb to 16 Feb, I'd like to schedule "Valentines Day - 2" to "Valentines Day + 2".
For Valentines day it is not a big deal as the holiday on a specific date, but for floating holidays where the date changes it is much more convenient to schedule around the holiday.

My long-term plan with the holiday logic was to allow users to create their own holidays which would allow you to add your own "Thanksgiving - 2" entry, but we haven't got around to implementing that UI yet. The backend code is just a few lines to slurp in the user-holiday file and add those to the list of Locale-based holidays, it's the UI that would take the most work.
