Changed some call routines to match new RimWorld Assembly
Migrated ExtendedBillDataStorage to a WorldComponent to match new coding style
fixed dialog issue by replacing scrollPosition ref by a UIState

An issue with that fix is, that this changes the way the bill links are saved so one has to relink all bins. A fix would require to load it in the old - and save in the new structure. Or editing the save file, since the base class of the storage object changed.
