Limited Arrows Disappear w/o Striking Mob #88

When a player shoots an arrow from any bow (without infinity) and doesn't strike a mob it disappears upon hitting the ground or wherever it lands. I've tested this condition without plugins and it does not appear to be a Vanilla bug.
