Let YAML files specify deep structure organization #134

This PR lets a YAML file work with the _LOC example in the 7.0 spec without any changes to the 7.0 spec or any existing YAML files.

It follows the approach previously suggested in a meeting discussion on issue #97.

Discussion in GEDCOM Steering Committee meeting 12/18/2023: Looked fine to the committee. Would like Luther to approve though, so waiting for Luther's approval before merging, which can be done offline.
