Create maximal71.ged in the next-minor branch #71

Reapply PR #60 in a separate maximal71.ged. This PR has 3 commits. The first commit creates a copy of maximal70.ged called maximal71.ged. The second commit applies the changes from PR #60. The third commit applies the changes from PR #72.
