Project custom file - dont complete project untill output custom files have data

Currently All Custom Files need data / approved as blank / Not Applicable

instead of that just validate output type of custom files if input / process files are not attached, is ok just check custom files with type output

Currently it is designed as All Custom File / Field regardless type (input/output/process)
