Update to famous 0.3.1 #266

We cut a new release... no breaking api, all bug fixes.

Maybe semver bump?

Just tried doing it myself and ran into an error OH NOES

PhantomJS 1.9.8 (Mac OS X) ERROR
  TypeError: 'undefined' is not an object (evaluating 'nextTickQueue[0].length')
  at /Users/thealphanerd/github/famous/famous-angular/bower_components/famous/dist/famous-global.js:755

There are a couple of library bugs in 0.3.1 that are going to be fixed (sounds like within a week) in 0.3.2. We're going to skip tracking 0.3.1 in F/A and will roll out the next minor version bump once 0.3.2 is available.
