Kuriimu already handles loading this texture format and one can export it as png, but when you import a new png Kuriimu doesn't save it back as TEX.
Don't know if it is too hard to implement, but I suppose it would be the same process for loading it, but inverse.
I know you can do it.

The saving of those is not possible, due to missing knowledge on how to handle TX4I recompression.
Everything else can be recreated without a problem by now
