This is the first 16 bytes of _out.pck from Spectrobes: Beyond the Portals. Supposedly, .PCK files on the DS have the amount of files contained within in the 1st 4 bytes. Dunno how true that is, but thats 29000 files in _Out.Pck potientially.
More details: _out.pck is completely uncompressed, and the other ones should be uncompressed as well. This was confirmed by DeadSkullzJr some time ago, along with the use of Apicula, which extracts models from DS Games. It cannot extract from a compressed file.
