Both files are compressed using Deflate and thanks to the SOR4 support it's able to open the zxnb. However, it's a giant texture and from looking at the xpbn it might be telling to tell the game where the sprites are in the image among other things.

Slight update I've been trying to make a plugin for this but I've had no success thankfully unlike SOR4 it's not compressed inside a textures file it's just an compressed file that's just a regular ass XNB .zxnb are the textures.
