Yes, I think so. Each subsite should be able to have it's own settings for the plugin. Is that how it works?
Yes correct, the settings are currently saved a subsite level, so each subsite can have it's own settings for it's installation.
Right now you can activate the plugin at the network level though you need to log into the dashboard of a subsite in order to view/change the plugin's settings. i.e. you can't change the settings at a network level.
Is this the correct / expected behavior?
