Filters re-enabled after re-opening browser #18

What steps will reproduce the problem?
1. Disable one or more filters
2. Close your brower
3. Open the browser again

What is the expected output? What do you see instead?
Expect that disabled filters will still be disabled. Instead I find that they 
are all enabled again.

What version of the product are you using? On what operating system?
1.7.2 on Windows 7, Chrome 11.0
