Voice Chat Plugin #20

@Malwit and me came to the conclusion that a custom voice chat plugin could give our organization a huge advantage. I propose a brainstorming session with Sebi, @Malwit, @FrozenMalibu, @Fank and me to design a draft of what we need in order to achieve this. The next step would be an integration in the planned "matchmaking"- and "fleet-view"-system.

We do not need positional tracking like TFAR/ACRE but could solve this based on the hierarchy within the ship.
