This upgrades Go in Github CI. This resolves the issue #159 (which prevents the upgrade) by upgrading the docker client library.
Upgrading in MacOS build have been omitted, as I have not been able to resolve docker issues which have appeared. (https://github.com/Fantom-foundation/Norma/actions/runs/5788217520/job/15686734535?pr=171#step:16:133)
