[ExportArtifact] Remove all existing artifact-exporting code (to be readded) #285

https://github.com/Fantom-foundation/Norma/pull/281 adds the functionality to export artifacts from node. It will be broken down into smaller PRs.

This PR prepares for the incoming PRs by removing all existing code so that each incoming PR can be added cleanly.
