This PR adds a test scenario that starts and stops nodes, varying different types validator, observer, RPC

@kjezek type RPC was no longer targeted. All nodes are RPC by default as Norma relies on RPC to manage nodes. Non-RPC nodes were seen as taking substantial effort without much gain.

ok removed. I guess there is a little bug that this configuration should not pass the parser
