Emails are not honoring client-side locale #47

When we call endpoints that result in an email being sent, we're supposed to be passing along locale information that the emails can use to render appropriately; this is not working as expected. We need to fix it (or possibly set it up in the first place?)

this is possibly fixed but we should double-check and also add a test.
