Implement HAB mission cut-down mechanism and integration. #261

Implement a non-hotwire cutdown mechanism whether purchased or designed for a HAB mission. Document its integration.

Simple PULL Solenoid

This might be the simplest and just need a bit of mechanical. Order a tapping set? Just glue it in with a shroud and hole to create a "hanger" to hang onto?

E-Flight Servoless Payload Mechanism

Looks like this might need a servo signal? We could code this in the firmware but I'd really like to just applied a current to release.
