Fix Device Configuration #286

This PR incorporates items from #105 and addresses the following items

Fixes the POST, GET, and GETwait hard-coded host/port error that prevents units from being configured
implements '/configure' URL in proxy so applications such as telemetry and device configuration automatically connect to the correct unit on proxy
adds some subprocess commands (in work) that could help in the future to make software easier to use.

This is sort of a quick bug fix for configuration. Not much more.
