Pulls in the following changes that support parsing almost all types of packets.

9 by parsing all known aprslib packets except for telemetry-format as that is simply channel naming and scaling which will be another PR

• Parsing of mic-e APRS-IS packets
• Parsing of object APRS-IS packets
• Parsing of compressed APRS-IS packets
• Parsing of status APRS-IS packets
• Parsing of wx APRS-IS packets
• Parsing of beacon APRS-IS packets
• Parsing of bulletin APRS-IS packets
• Parsing of message APRS-IS packets
• Updated exception handling to be compartmentallized and informative with the exc_info=True functionality
• Brought out telemetry parsing into separate function parseTelemetry(jsonFata, fieldList)
• Brought out telemetry parsing into separate function parseWeather(jsonFata, fieldList)
• Text parsing for comments and similar are a separate function parseTextString(rawText, name)
• paths are automatically converted into a comma-separated string with parsePath
• Fixes #20 since the "to" tag is no longer a tag and is now a field
• Fixes #18 since proper sanitation of text/comments occurs without error
• Fixes #8 as proper sanitation occurs now. No errors observed in over 24 hours of a test run.
• Adds Travis CI build support for pytest checks, based on faraday-software configuration
• Adds Travis CI build badge to README.md
• Updated README.md with supported APRS packets
