Provide Serial Port Configuration Via Command Line #32

Realizing now that I didn't bring out full functionality to the command line for serial port use. This is critical for development use.

Include:

Serial port baud rate
Read timeout value
Write timeout value

We can add in other pyserial configurations as needed but these are the most important at this point in time and only possible ones we see actually changing.
