Add farama style website #23

Reformats the OpenAI style retro.openai.com to a farama style website following the gymnasium implementation. For now, I have kept all of the openai retro documentation which at some point will be a serious revamp

Comments from #25 copied here? This is addition is designed to find broken links, the one exception I know I found, was the specific case of the windows and mac integration UI google buckets Windows Integration UI Mac Integration UI

It returns an xml with some content saying it's not found but I imagine the "link" isn't broken due to that... not sure how to find the other cases.

This is intended to help resolve https://github.com/Farama-Foundation/stable-retro/issues/19 though is not complete.
