Added support for Sega CD using the Genesis emulator that is already Integrated + Integrated Mortal Kombat 1

Like for Sega Saturn, haven't added unit tests because it requires BIOS file that can't be submitted to a public repo:

The Genesis core had to be modified:

So that retro_get_memory_data returns Sega CD ram data instead of Genesis.
To support .scd file extension

Test: Trained a CNN model with PPO on Mortal Kombat 1
