In addition to the tutorials being created for #35, some files need more detailed, hand-written documentation.

Some prime choices:

Exporting a device (STL.py and GDS.py)
The subpackages as a whole (vipdopt.optimization and vipdopt.simulation)
The Config class and using Jinja2
