Need to establish process for 'materials onboarding' for laser cutter #6

Laser Cutter materials are currently a 'positive certification' process, i.e. if it's not on the list, you don't use it.

There is no process in place for how 'new' materials are officially added to this list.

Once we've inducted a good cohort of individuals we should revisit this.
