Add script .github/workflows/check.tsx which generates .github/workflows/check.yaml.
Add script .github/workflows/publish.tsx which generates .github/workflows/publish.yaml.
Add task generate to deno.jsonc to run //deno:generate annotations in gen.ts (see deno.land/x/generate).
