Add #create_playlist and #add_tracks to the Spotify service, add that functionality to the PlaylistsController#add_tracks
Remove testing for add tracks, wrong branch

There are no tests in the [spotify_api_service_spec] but testing was conducted in the [songs_selection_spec#add_tracks] with stubbs

Good work on this PR, refactoring the spotify calls into the service is the way to go. Testing looks good as well.
