BUG: issues with default max value for notch length

• First there's a descrepency between the max value for the default notch length in the Preferences vs the Pattern Piece Dialog. The prefs are limited to 1.50 while the Pattern Piece is limited to 5.00. Clicking the reset button sets the value to the default value of 1.50

• The 1.5 value is acceptable for inches and maybe cm, but not mm, as 5.00 mm is too small, while 1.50 mm is useless.
