Release 2.18.0-rc1 #688

Jackson 2.18.0-rc1 is being released:

https://github.com/FasterXML/jackson/wiki/Jackson-Release-2.18

all other components have been successfully released and all except for Jakarta-RS providers are accessible via Maven Central. Providers should get there within 10-15 minutes.

CI job for release has run but it could be a few hours before it becomes available in Maven Central.
