Normalize Short ASCII/Unicode vs Small ASCII/Unicode mentions #10

The specification mentions a "Short ASCII" and a "Short Unicode" encoding however some sections refer to the same encodings as "Small ASCII" and "Small Unicode".

This commit normalizes the specification to always say "Short ASCII" and "Short Unicode".
