Limit Entries Not Requiring Paid Form #1

Suggested Enhancement: A user may want to limit the number of entries on a form even if it is not paid. This separates the two functionalities so they can operate independently.

We actually had a client that got super confused the other day because they had previously had a form be paid with a limit but had turned off paid and not unchecked the limit, so this should fix that problem as well!

It gets a bit jumbled up in the form with all the checkboxes right now -- I think in the future I'm going to switch the paid and limit stuff into a tab interface but this is super helpful in the meantime.
